WHEREAS, Hispanic Heritage Month, established nationally in 1988 by Public Law 100-402, honors the culture, history, and achievements of Hispanic people, recognizing Latinos, Latinx, Hispanics, and Latin American people in the United States for their many contributions to American society; and

WHEREAS, in North Carolina, we take this time each year to recognize the monumental impact that Hispanic and Latino/Latinx communities have had on the cultural fabric of our state and nation, as well as their meaningful contributions to social and economic progress; bolstering the economy as business leaders and entrepreneurs, cultivating a strong agricultural industry, enriching our schools and education system, and serving as leaders in our community; and

WHEREAS, over the last 30 years, the Hispanic, Latino/Latinx population has grown dramatically; today, 9.6 percent of North Carolinians are Hispanic, with a median age of only 25 years old, indicating that this population represents an important and growing demographic of North Carolina. Our state’s Hispanic population is more than one million people; and

WHEREAS, on October 5, 2017, Governor Cooper signed Executive Order 23, establishing the Governor’s Advisory Council on Hispanic/Latino Affairs; and

WHEREAS, the national theme of this year's Hispanic Heritage Month, Esperanza: A Celebration of Hispanic Heritage and Hope, inviting us to reflect on the contributions Hispanics have made in the past, will make in the future, and   how great our tomorrow can be if we hold onto our resilience and hope; and

WHEREAS, America’s Latino/Latinx community continues to face disproportionate health and economic impacts from COVID-19 and despite the pandemic, Hispanic Heritage Month continues to be observed with ceremonies, celebrations, activities, and educational programs across the country; and

WHEREAS, the history, culture, art, food, music, and traditions that define the lives of Hispanic people in North Carolina are integral to every aspect of our society; the State of North Carolina is proud of our diverse population, and encourages people to celebrate our Hispanic community by participating in events held to commemorate this special occasion;

NOW, THEREFORE, I, ROY COOPER, Governor of the State of North Carolina, do hereby proclaim September 15 - October 15, 2021 as "HISPANIC HERITAGE MONTH" in North Carolina, and commend its observance to all citizens.
