WHEREAS, the white cane has become a symbol of mobility and independence for people who are blind or have low vision; and
WHEREAS, the white cane is an extension of its user and provides the assurance that the path is clear and safe, permitting greater mobility and independence; and
WHEREAS, for those with sight, the white cane serves as a reminder of their responsibility to help protect the safety of individuals who are blind or visually impaired and of their importance of observing the pedestrian’s right-of-way; and
WHEREAS, the white cane has become nationally recognized as an important instrument to the independence and safety of persons who are blind or visually impaired;
NOW, THEREFORE, I, ROY COOPER, Governor of the State of North Carolina, do hereby proclaim October 14, 2021, as “WHITE CANE SAFETY DAY” in North Carolina, and commend its observance to all citizens.
