Gov. Cooper Establishes Advisory Committee on Performance Management Experts to Advise on Improvement and Innovation in State Agencies

<p>Governor Roy Cooper has issued&nbsp;<a href="https://governor.nc.gov/documents/executive-order-no-43-governors-advisory-committee-performance-management">Executive Order No. 43,</a>&nbsp;establishing the Governor&rsquo;s Advisory Committee on Performance Management. Composed of 10 department heads, senior officials, legislators, and performance experts appointed by Gov. Cooper, the committee will examine state agency efforts to &nbsp;improve efficiency and effectiveness as well as seek out best practices from other states, academia, and non-governmental organizations.</p>

Governor Roy Cooper has issued Executive Order No. 43, establishing the Governor’s Advisory Committee on Performance Management. Composed of 10 department heads, senior officials, legislators, and performance experts appointed by Gov. Cooper, the committee will examine state agency efforts to  improve efficiency and effectiveness as well as seek out best practices from other states, academia, and non-governmental organizations.

Members of the Committee will advise the governor on policies to help North Carolina make smart, data-driven investments of public resources. They will also serve as performance management ambassadors, maintaining communication with peer states and professional organizations and looking for opportunities to support performance management initiatives.

Gov. Cooper appointed the following individuals to serve on the Advisory Committee on Performance Management:

  • Charles Perusse. North Carolina State Budget Director at the Office of State Budget and Management (OSBM), will chair the commission
  • Teresa Van Duyn, North Carolina State Senator for Buncombe County
  • Dennis Riddell, North Carolina House Representative for District 64 in Alamance County
  • Cherie Berry, North Carolina Commissioner of Labor
  • Ronald Penny, North Carolina Secretary of Revenue
  • Jenni Owen, Governor’s Policy Director
  • Elizabeth Grovenstein, Vice President and Chief Financial Officer for the North Carolina Community College System
  • Joshua Davis, Strategy and Policy Advisor for the North Carolina Department of Natural and Cultural Resources
  • Karen Hammonds-Blanks, Principal Fiscal Analyst for the General Assembly’s Fiscal Research Division
  • David Ammons, Professor at the School of Government at the University of North Carolina at Chapel Hill
