Governor Cooper Names New Appointees to State Boards and Commissions Former State Senator Angela Bryant Named to Parole Board

Governor Roy Cooper today named 38 North Carolinians to serve on boards and commissions on behalf of the state.

Gov. Cooper appointed the following individual to the North Carolina Post-Release Supervision & Parole Commission:

  • Angela R. Bryant of Rocky Mount. Bryant recently served in the North Carolina Senate representing District 4. Bryant began her career as an attorney and served as a Deputy Commissioner on the NC Industrial Commission before opening her own consulting firm. Bryant has also served on the UNC Board of Governors and the UNC-Chapel Hill Board of Trustees.

“Angela Bryant has a strong track record of diligent, thoughtful service to our state and I know that will continue in her new role on the Parole Board,” Gov. Cooper said. “Our state is fortunate to have so many well-qualified people willing to take the time to serve on state boards and commissions.”

Gov. Cooper appointed the following individuals to the Interagency Council for Coordinating Homeless Programs

  • Michael A. Becketts of Raleigh as Chair. Becketts serves as the Assistant Secretary for the N.C. Department of Health and Human Services. Previously, he worked as the Deputy Director of Social Services for the city of Baltimore and led Durham County’s Department of Social Services.
  • Secretary Machelle Sanders of Raleigh as a member from the North Carolina Department of Administration. Prior to becoming Secretary of Administration, Sanders held the role of vice president of manufacturing and general manager of Biogen’s largest manufacturing facilities in Research Triangle Park.
  • Scott Farmer of Clayton as a member from the North Carolina Housing Finance Agency. Farmer, executive director of Housing Finance, serves on the board of Community Investment Corporation of the Carolinas and on the N.C. Task Force on Ending Veterans Homelessness.
  • Kristin Walker of Raleigh as the North Carolina Office of State Budget and Management Representative. Walker is currently Deputy Budget Director and was previously a Fiscal Analyst for the North Carolina General Assembly.
  • John “JJ” Evans of Whitsett as North Carolina Community College System Representative. Evans is the Associate Director of Student Life for the Community Colleges.
  • Mike Daniska of Raleigh as the North Carolina Department of Public Safety Representative. Daniska is the Director of Policy and Strategic Planning for Public Safety. He previously served in several roles with the Division of Emergency Management.
  • Secretary Anthony M. Copeland of Raleigh as the North Carolina Department of Commerce Representative. Commerce Secretary Copeland has served in a wide range of economic development and leadership roles and was also a partner of a major law firm and owner of his own firm.
  • Secretary Larry D. Hall of Durham as the North Carolina Department of Military and Veteran Affairs Representative. Secretary Hall represented Durham County, North Carolina’s 29th District in the House of Representatives prior to becoming secretary of Military & Veterans Affairs.
  • David Locklear of Raleigh as the North Carolina Department of Health and Human Services member that represent the economically disadvantaged. Locklear is the Deputy Director of Economic and Family Services with DHHS. Prior, David worked for the Robeson County Department of Social Services for 13 years as a case manager, fraud investigator and Food Stamp Supervisor.
  • Sandra “Sam” Hedrick of Raleigh as the NC DHHS member that represent persons with disabilities. Hedrick is a Senior Advisor on the Americans with Disabilities act for DHHS.
  • Joyce Massey-Smith of Wendell as the NC DHHS member that represents older adults. Massey-Smith is currently the adult services section chief for the NC Division of Aging and Adult Services
  • Lisa Phillips of Jamestown as a member from the North Carolina Department of Public Instruction. Phillips currently works as the State Coordinator for the NC Homeless Education Program within DPI.
  • Delores “Dee” Taylor of Fayetteville as a representative from a county government. Taylor currently serves as the Interim Director and Community Services Manager for the Cumberland County Community Development Department.
  • Mellin Parker of Winston-Salem as a representative from a city government. Parker has worked for the City of Winston-Salem in a variety of roles including Planning Senior Project Supervisor and Director of Housing.
  • Deronda Metz of Charlotte as a representative from the faith-based community. Metz is a licensed clinical social worker and addiction specialist who serves as the director of social services for the Salvation Army of Greater Charlotte.
  • Ryan J. Fehrman of Durham as a representative from non-profit agencies that provides services to people that are homeless or at risk of homelessness. Fehrman is the Executive Director for Families Moving Forward.
  • Emily Locklear of Pembroke as a representative from non-profit agencies that provide services to people that are homeless or at risk of homelessness. Locklear is the Regional Lead for the Southeast Regional Committee of the NC Balance of State.
  • E. Marie Watson of Selma as a representative from non-profit agencies that provide services to people that are homeless or at risk of homelessness. Watson is the Executive Director of Johnston-Lee-Harnett Community Action, Inc.
  • Denise Neunaber of Raleigh as a representative from the North Carolina Coalition to End Homelessness. Neunaber is the Executive Director of the Coalition.
  • Satana Deberry of Durham as a representative from the North Carolina Housing Coalition. Deberry is currently the North Carolina Housing Coalition Executive Director.
  • Fred G. Mills, Sr. of Raleigh as a representative from the business community that develops affordable housing. Mills is the owner and manager of 41 affordable multifamily communities and nearly 2,300 rental units.
  • David Nash of Asheville as a representative of Public Housing Authorities. Nash is currently the Chief Operating Officer for the Housing Authority of the City of Asheville.
  • Ruebe AnzeNette Holmes of Durham as a representative of the homeless or formerly homeless. Holmes works at Duke University and also serves on the Mt. Level Community Haven Nonprofit Board of Directors, the Durham County Women’s Commission and as a volunteer for Urban Ministries of Durham Homeless Shelters.
  • Senator Joyce Waddell of Charlotte as a member of the North Carolina Senate. Waddell formerly served as a member of the Charlotte-Mecklenburg school board and spent three decades in education.
  • Senator Paul A. Lowe, Jr. of Winston-Salem as a member of the North Carolina Senate. Lowe is the pastor of Shiloh Baptist Church and a member of the General Baptist Convention of North Carolina and the National Baptist Convention.
  • Representative Yvonne Lewis Holley of Raleigh as a member of the North Carolina House of Representatives. Holley spent her career in state and local government as a procurement/contract specialist.
  • Representative Shelly Willingham of Rocky Mount as a member of the North Carolina House of Representatives. He is a former member of the Edgecombe County Board of Commissioners and the Rocky Mount School Board.

Gov. Cooper appointed the following individual to the Rural Electrification Authority:

  • Eric Cramer of Lewisville as an At-Large member. Cramer is the CEO of Wilkes Telephone Membership Corporation.

Gov. Cooper appointed the following individual to the Council on Developmental Disabilities:

  • Dr. Gary Junker of Carrboro as a representative of the Division of Adult Correction of the Department of Public Safety. Junker is the Director of Behavioral Health for the Division.

Gov. Cooper appointed the following individual to the Statewide Independent Living Council:

  • Crystal Jackson Cheek of Raleigh as a representative of the Division of Services for the Blind. Cheek is the Program Manager of the Division’s Independent Living Rehabilitation Program. Prior to joining the NC Department of Health and Human Services, Cheek was the Director of Operations for Western New York Independent Living Inc.

Gov. Cooper appointed the following individuals to the Cemetery Commission:

  • Ebbie Hendren of Concord as an owner or manager of a cemetery. Hendren is the Vice President and CEO of Carolina Cemetery Park Corporation. She is also a board member of the Cemetery Funds of North Carolina, Inc. and Vice President of the North Carolina Cemetery Association.
  • Mayor Charles Townsend of Fairmont as a public member. Townsend is the Owner and Founder of ALFA Insurance Agency and an Associate Minister at First Baptist Church in Fairmont. He has served as the Mayor of the Town of Fairmont since 2013.
  • Sharon Weaver of Raleigh as a public member. Weaver is the Director of Business Operations for the R&D division at SAS. Previously, she worked in corporate communications and marketing at SAS.

Gov. Cooper reappointed the following individual to the Soil and Water Conservation:

  • John M. Langdon of Benson as an at-large member. Langdon is a farmer and current Chairman of the Johnston County Board of Soil and Water Conservation’s Board of Supervisors. Langdon previously served as President of the North Carolina Soil and Water Conservation District Supervisor Association.

Gov. Cooper appointed the following individuals to the Board of Examiners for Speech-Language Pathologists and Audiologists:

  • Dwan Paxton of Wilson as a speech pathologist. Paxton is a Speech Language Pathologist at Aegis Therapies. She has served as a speech pathologist for over 15 years and is a member of the North Carolina Speech, Hearing, and Language Association.
  • Dr. Eileen Raynor of Durham as a physician/otolaryngologist. Raynor is an Associate Professor in the Division of Head and Neck Surgery & Communication Sciences at Duke University Medical Center. She has served as a medical professor for 20 years.

Gov. Cooper appointed the following individual to the Local Governmental Employees` Retirement System Board of Trustees:

  • Vernon Gammon of Reidsville as a Public Member. Gammon is the Chief Financial Officer at Teamsters Local Union 391. He also serves as a Public Member of the Teachers’ and State Employees` Retirement System Board of Trustees.
