Today, Governor Roy Cooper announced that the State is offering rewards of up to $5,000 for information leading to the arrest and conviction of the person or persons responsible for the murder of Jonathan Martice Andino, age 23, in Roanoke Rapids, North Carolina and the murder of James Russ Harvey, age 34, in Roanoke Rapids, North Carolina

On December 12, 2010, Mr. Andino was involved in what police initially thought was a fatal motor vehicle collision on Chockoyotte Street and Eastwood Apartments. It was later discovered that Mr. Andino died as a result of gunshot wounds and not as a result of the wreck.

On August 24, 2016, Mr. Harvey was shot and killed while he sat outside a residence in the 900 block of Henry Street. Mr. Harvey was confined to a wheelchair from injuries he received earlier in life. The suspect(s) allegedly walked up to him in an attempt to rob him and during the attempted robbery, Mr. Harvey was shot multiple times.

Anyone having information concerning these cases should contact the Roanoke Rapids Police Department at 252-533-2817, Halifax County NC Crime Stoppers at 252-583-4444 or the State Bureau of Investigation at 919-662-4500.
