WHEREAS, the Community Development Block Grant (CDBG) Program has operated since 1974 to provide local governments with the resources required to meet the needs of low- and moderate-income persons; and

 

WHEREAS, the HOME Investment Partnerships Program has existed since 1992 to support housing opportunities for low- and moderate-income persons; and

 

WHEREAS, these two initiatives are among the few remaining federal programs available to address the needs of low- and moderate-income persons in small cities; and

 

WHEREAS, both programs have contributed significantly to improving infrastructure and housing for low to moderate income families; and

WHEREAS, the CDBG Program has funded sewer, water, and street improvement projects, economic development projects, housing projects, and other public improvement projects; the HOME Investment Partnerships Program has supported the expansion of affordable housing through activities including new housing construction, rehabilitation of homeowner and rental units, down payment assistance for new homeowners, and rental assistance; and

 

WHEREAS, the State of North Carolina acknowledges the critical value of the Community Development Block Grant Program and HOME Investment Partnerships Program for the life-changing projects and assistance that they have helped fund and support;

 

NOW, THEREFORE, I, ROY COOPER, Governor of the State of North Carolina, do hereby proclaim April 5 – 9, 2021, as “COMMUNITY DEVELOPMENT WEEK” in North Carolina, and commend its observance to all citizens.
