WHEREAS, the quality and efficiency of management in government have a major impact on the orderly functioning of services to society and the lives of the residents of our communities; and

WHEREAS, public manager certification contributes to maintaining and improve the effectiveness and professionalism of government managers, creating career pathways for middle managers that boost retention and strengthen public sector organizations; and

WHEREAS, upholding public trust through high standards of ethical responsibility, Certified Public Managers perform their duties with honesty and fairness while setting an example of professionalism; and

WHEREAS, Certified Professional Managers provide rational leadership, demonstrating vision and competence in the professional management of public policies and services; and

WHEREAS, since 1982, the North Carolina Certified Professional Manager Program has graduated more than 2,400 middle managers, with more than 1,600 of them awarded the prestigious Certified Public Manager designation following the program’s accreditation in 1989 by the National Certified Professional Manager Consortium; and

WHEREAS, the State of North Carolina recognizes Certified Public Managers for facilitating positive changes and enhancing the delivery of public services through improved communication and collaboration among public entities;

NOW, THEREFORE, I, ROY COOPER, Governor of the State of North Carolina, do hereby proclaim October, 2021, as “CERTIFIED PUBLIC MANAGER MONTH” and October 4, 2021 as “CERTIFIED PUBLIC MANAGER DAY” in North Carolina, and commend its observance to all citizens.
