WHEREAS, a great majority of the incarcerated individuals in North Carolina will eventually return to communities across the state; and
WHEREAS, formerly incarcerated individuals face many hurdles upon their release in securing employment, housing, transportation and health care; and
WHEREAS, local, state and federal leaders recognize these barriers, and continue to develop programs and policies to make it easier for these individuals to live healthy as well as successful lives; and
WHEREAS, North Carolina’s State Reentry Council Collaborative (SRCC) state and local community organizations, and other advocates are coordinating reentry planning, initiatives and identifying service gaps to better assist the formerly incarcerated with their transition; and
WHEREAS, the SRCC continuously looks for new and innovative ways to make local reentry councils more effective in their efforts to help the formerly incarcerated following their release; and
WHEREAS, providing resources for the formerly incarcerated is a community-wide effort among local reentry councils, faith-based organizations, volunteers, and the state; and
WHEREAS, all these efforts by policy makers, reentry professionals, and volunteers help to reduce the stigma of incarceration and provide justice-involved people with increased opportunities and a better chance of a successful reentry to their community;
NOW, THEREFORE, I, ROY COOPER, Governor of the State of North Carolina, do hereby proclaim April, 2022, as “SECOND CHANCE MONTH” in North Carolina, and commend its observance to all citizens.
