A Proclamation

Whereas, it is important to recognize the commitment and achievements of the more than 4,000 child welfare professionals in North Carolina serving the needs of approximately 161,400 children and their families; and 

Whereas, North Carolina recognizes the increased demands, staffing shortages, limited resources, burnout, secondary trauma, and other challenges that frontline staff in county child welfare agencies encounter as they manage complex work to provide care and support for these vulnerable children and families; and

Whereas, North Carolina’s investment in the child welfare workforce includes improved technology systems, such as PATH NC, a statewide child welfare information system launched by the North Carolina Department of Health and Human Services in June 2025, to modernize the administration of child welfare services, as well as connections to education and training opportunities that help ensure their success; and

Whereas, the child welfare workforce includes professionals who work within the North Carolina Department of Health and Human Services, Division of Social Service, county Departments of Social Services, private child placement agencies for foster care and adoption, residential child care facilities, maternity homes, colleges, universities, and other organizations that strengthen our child welfare system through their expertise and leadership; and

Whereas, the dedicated efforts and contributions of child welfare professionals are crucial for supporting the evolving demands of North Carolina’s children and their families;

Now, Therefore, I, Josh Stein, Governor of the State of North Carolina, do hereby proclaim September 2025 as Child Welfare Workforce Development Monthin North Carolina and commend its observance to all citizens.
