A Proclamation

Whereas, in a time when energy affordability and reliability are top of mind for North Carolinians, the state needs an energy system that protects consumers, reduces pollution, and supports economic growth; and

Whereas, in August 2025, Governor Stein issued Executive Order No. 23 establishing the North Carolina Energy Policy Task Force to recommend policies to ensure North Carolinians have affordable, reliable, and clean energy supplies amid rapidly growing demand for energy and continue the state’s leadership in the clean energy economy; and in February, the task force released its interim report, outlining findings and recommendations for reaching these goals; and

Whereas, the 2021 bipartisan energy law, “Energy Solutions for North Carolina,” directs the North Carolina Utilities Commission to ensure regulated electric utilities achieve carbon neutrality by 2050 using a least-cost approach while maintaining or improving the adequacy and reliability of the electrical grid; and

Whereas, 338 companies operating in North Carolina have set net-zero targets, and those companies employ 457,000 people across all 100 counties, with a large proportion in retail, services, and manufacturing; and since 2015, these companies have announced $59.6 billion in investment, which comprises 50 percent of total announced investment in major economic development projects; and

Whereas, North Carolina ranks fifth nationally for installed solar energy capacity, ranks among the five states producing the most electricity from nuclear power, ranks eighth for clean energy jobs, and ranks first for clean energy jobs in rural areas, with benefits in all 100 counties of the state; and more than 113,000 North Carolinians pursue occupations advancing energy efficiency, renewable energy, electric transportation, energy storage, and other clean energy technologies; and

Whereas, the cost of electricity for residential consumers is increasing, and energy demand is growing; solar and wind energy are among the cheapest forms of energy generation to build and maintain; and

Whereas, the State of North Carolina encourages individuals and organizations to observe Clean Energy Week by learning about and adopting solutions that advance America’s clean energy opportunities and cost savings in the 21st century;

Now, Therefore, I, Josh Stein, Governor of the State of North Carolina, do hereby proclaim September 14 – 18, 2026, as “Clean Energy Week” in North Carolina and commend its observance.
