A Proclamation

Whereas, Credit for Prior Learning (CPL) allows students to receive college credit for knowledge and skills gained through work experience, military service, professional training, and other learning that takes place beyond the traditional classroom; and

Whereas, North Carolina’s colleges and universities strengthen their institutions and the students they serve when they adopt clear, student-centered policies for evaluating and awarding credit for prior learning; and

Whereas, September is recognized across the nation as Workforce Development Month, and expanding access to CPL directly supports North Carolina’s efforts to build its skilled, competitive workforce; and

Whereas, when students know about and can access CPL options and assessments, they are more likely to persist in their studies, complete credentials sooner, and graduate with less debt; and

Whereas, broader awareness and acceptance of Credit for Prior Learning benefits many learners – including working adults, veterans, first-generation college students, low-income students, and those returning to education later in life;

Now, Therefore, I, Josh Stein, Governor of the State of North Carolina, do hereby proclaim September 21 – 25, 2026, as “Credit For Prior Learning Awareness Week” in North Carolina and commend its observance.

In Witness Whereof, I have hereunto set my hand and affixed the Great Seal of the State of North Carolina at the Capitol in Raleigh this eighth day of September in the year of our Lord two thousand and twenty-sixth and of the Independence of the United States of America the two hundred and fifty-first.
