A Proclamation
Whereas, North Carolina has experienced significant recent changes to the health coverage landscape due to Medicaid expansion and the expiration of enhanced Health Insurance Marketplace financial assistance; and
Whereas, help is essential for navigating the complexities of Medicaid and the Marketplace, and so Enrollment Assisters perform outreach and offer education to increase North Carolinians’ awareness of their health coverage options and eligibility; and Enrollment Assisters, including Navigators and Certified Application Counselors, provide free and unbiased assistance, helping North Carolinians access and maintain quality and affordable health coverage; and
Whereas, North Carolina has consistently ranked third in the number of Health Insurance Marketplace enrollments among Federally-facilitated Exchange (FFE) states; and
Whereas, North Carolina has seen more than 720,000 people enroll in the expanded Medicaid program since December 1, 2023, far outpacing all enrollment expectations; and
Whereas, Medicaid provides affordable health coverage and access to doctors and prescriptions for more than 3 million children, older adults, people with disabilities, and working North Carolinians; and
Whereas, the Medicaid program will experience significant changes in the next several years such that certain beneficiaries will be required to recertify for Medicaid and provide information more frequently and meet additional eligibility criteria, such as meeting work requirements, to obtain and maintain Medicaid coverage; and
Whereas, Enrollment Assisters have been and will continue to be on the front lines helping North Carolinians understand changes in health coverage options and assisting North Carolinians with their applications for Medicaid and Marketplace coverage;
Now, Therefore, I, Josh Stein, Governor of the State of North Carolina, do hereby proclaim April 12 – 18, 2026, as “Enrollment Assister Appreciation Week” in North Carolina and commend its observance to all residents.
