A Proclamation

Whereas, April is the anniversary month for passage of the Fair Housing Act of 1968, which sought to eliminate discrimination in housing and prohibit discrimination in housing based on race, color, religion, or national origin and was amended in 1988 to extend protections to individuals with disabilities and families with children; and 

Whereas, the State of North Carolina affirms its commitment to fair housing and equal opportunity, having enacted the North Carolina Fair Housing Act in 1983 and continuing to fund and support fair housing enforcement efforts throughout the state to ensure all residents have access to housing free from discrimination; and 

Whereas, North Carolina receives hundreds of fair housing complaints each year, and in furtherance of its commitment to equal housing opportunity, the Human Relations Commission of the Civil Rights Division within the Office of Administrative Hearings processed 385 fair housing inquiries and completed 80 investigations in state fiscal year 2024-2025, and of those cases, approximately 60 percent dealt with individuals who have a disability; and the conducted extensive public education to promote fair housing awareness; and 

Whereas, illegal barriers such as discrimination, segregation, restrictive policies, and unfair criteria diminish rights for all by creating systemic inequality that limits access to education, jobs, health care, and wealth, fostering cycles of poverty, damaging public health, undermining the democratic principle of equal opportunity, and ultimately harming the entire society through economic inefficiency and social instability; and 

Whereas, the Department of Health and Human Services, Division of Aging, along with the Civil Rights Division and Human Relations Commission within the Office of Administrative Hearings, recognize that fair housing promotes a positive climate across the state by fostering diverse, stable communities, driving economic growth, and increasing access to opportunities for all residents;

Now, Therefore, I, Josh Stein, Governor of the State of North Carolina, do hereby proclaim April 2026 as “Fair Housing Month” in North Carolina and commend its observance to all residents.
