A Proclamation
Whereas, 2025 marks the 92nd anniversary of the Ukrainian Famine 1932-1933, known as Holodomor, meaning “Murder by Starvation”; and
Whereas, Soviet leader Joseph Stalin and his totalitarian regime committed an act of mass starvation that killed millions of Ukrainian men, women, and children through a policy of forced collectivization and destruction of the nationally conscious movement for independence; and
Whereas, at the height of the Holodomor, June of 1933, it is estimated that Ukrainians died at the rate of 28,000 a day, with nearly a third of the victims being children younger than ten years old; and
Whereas, Vladimir Putin’s brutal and unprovoked war against Ukraine once again threatens the existence of the Ukrainian people, and
Whereas, the totality of these actions by Russia represents an intentional and concerted effort to attack the Ukrainian agricultural sector resembling the Ukrainian Famine of 1932–1933 and the use of famine as a weapon of terror; and
Whereas, the State of North Carolina encourages people, groups, organizations, and institutions to remember Holodomor with appropriate activities designed to honor its victims and educate people about the history and crimes of totalitarian regimes to help eliminate tyranny from our world; and
Whereas, North Carolina stands in solidarity with the people of Ukraine as they remember the historic tragedy of Holodomor and fight today to defend their country, their democracy, and their freedom.
Now, Therefore, I, Josh Stein, Governor of the State of North Carolina, do hereby proclaim November 22, 2025, as “Holodomor-Genocide Remembrance Day” in North Carolina and commend its observance to all citizens.
In Witness Whereof, I have hereunto set my hand and affixed the Great Seal of the State of North Carolina at the Capitol in Raleigh this third day of November in the year of our Lord two thousand and twenty-fifth and of the Independence of the United States of America the two hundred and fiftieth.
