A Proclamation

Whereas, reinforced concrete pipe and precast concrete products are of vital importance to sustainable communities and to the health and well-being of the people of North Carolina; and,

Whereas, reinforced concrete pipe and precast concrete products are integral to safe, durable and long-lasting drainage systems in transportation projects designed and built by the North Carolina Department of Transportation, representing tens of millions of dollars in infrastructure investment; and,

Whereas, Hurricane Helene damaged more than 700 culverts, many of which include reinforced concrete pipes, across North Carolina’s state-managed transportation infrastructure, and the state Private Road and Bridge program received applications for the repair or replacement of 176 privately owned culverts; and,

Whereas, such reinforced concrete pipe and precast concrete products could not be manufactured without the dedicated efforts of thousands of employees in the North Carolina concrete pipe and precast industry; and,

Whereas, the concrete pipe and precast concrete products industry in North Carolina generates hundreds of millions of dollars in sales, purchases tens of millions of dollars in goods and services in the state, and contributes tens of millions of dollars in state and local taxes annually; and,

Whereas, 2026 marks the 119th year of the American Concrete Pipe Association and the 62nd year of the Carolinas Concrete Pipe and Products Association, and both organizations were established as a means of exchanging ideas and establishing high-quality, standardized concrete products; and,

Whereas, it is in the public interest for North Carolina residents to gain knowledge and understand the importance that reinforced concrete pipe and precast concrete products provide in every community across the state; and,

Whereas, North Carolina recognizes the importance of the concrete pipe and precast concrete products industry to our state’s infrastructure, the importance of the industry to our economic well-being, and the substantial contribution of the individuals in the concrete pipe and precast concrete products industry to the health, safety, welfare and quality of life of our residents and communities;

Now, Therefore, I, Josh Stein, Governor of the State of North Carolina, do hereby proclaim September 20 – 26, 2026, as “National Concrete Pipe Week” in North Carolina and commend its observance.

In Witness Whereof, I have hereunto set my hand and affixed the Great Seal of the State of North Carolina at the Capitol in Raleigh this eighth day of September in the year of our Lord two thousand and twenty-sixth and of the Independence of the United States of America the two hundred and fifty-first.
