A Proclamation
Whereas, National Stillbirth Prevention and Awareness Day is observed on September 19 each year to honor the more than 20,000 American families who lose a baby to stillbirth annually and to advance the education and awareness that can help prevent these losses; and
Whereas, Congress has recognized September 19 as National Stillbirth Prevention and Awareness Day in 2022, 2023, 2024, and 2025 through bipartisan resolutions led by North Carolina’s own Congresswoman Alma Adams; and
Whereas, research increasingly shows that stillbirth is more preventable than most people realize and that education – particularly awareness of fetal movement monitoring – can save lives and reduce the stillbirth rate across North Carolina and the nation; and
Whereas, North Carolina’s stillbirth rate is 5.84 per 1,000 live births, and North Carolina families have experienced the heartbreak of stillbirth – babies born still in our state, whose lives inspire this advocacy and whose memories deserve to be honored; and
Whereas, the State of North Carolina recognizes the importance of maternal and infant health and stands with the families across our state who have experienced stillbirth and with those working tirelessly to ensure no family faces this tragedy alone;
Now, Therefore, I, Josh Stein, Governor of the State of North Carolina, do hereby proclaim September 19, 2026, as “National Stillbirth Prevention and Awareness Day” in North Carolina and commend its observance.
In Witness Whereof, I have hereunto set my hand and affixed the Great Seal of the State of North Carolina at the Capitol in Raleigh this eighth day of September in the year of our Lord two thousand and twenty-sixth and of the Independence of the United States of America the two hundred and fifty-first.
