A Proclamation

Whereas, health information technology is essential to improving the quality, safety, and efficiency of health care delivery by enabling secure electronic access to health information, supporting clinical decision making, and strengthening care coordination among hospitals, physician practices, public health agencies, and community-based organizations throughout North Carolina; and

Whereas, a skilled and adaptable health IT workforce is critical to supporting the state’s health care infrastructure; and workforce development in health informatics, data analytics, cybersecurity, and digital health innovation creates high-quality jobs while ensuring that health care systems can effectively serve a growing and diverse population; and

Whereas, strong cybersecurity practices are essential to protecting sensitive health information, maintaining public trust, and ensuring the reliability and continuity of health care and public health systems in North Carolina; and

Whereas, advances in artificial intelligence and data-driven technologies offer significant opportunities to enhance clinical care, improve operational efficiency, support population health, and inform public policy when implemented responsibly with appropriate attention to transparency, equity, privacy, and human oversight; and

Whereas, health information technology plays a vital role in advancing rural health by expanding access to care through medical-grade broadband, telehealth, improved information exchange among providers, and support for data-informed strategies to address health disparities and social drivers of health in communities across North Carolina; and

Whereas, the North Carolina Chapter of the Healthcare Information and Management Systems Society (NC HIMSS) brings together health care leaders, clinicians, technologists, policymakers, educators, and industry partners to advance the effective, equitable, and secure use of health information technology in support of better health outcomes for all North Carolinians;

Now, Therefore, I, Josh Stein, Governor of the State of North Carolina, do hereby proclaim October 19, 2026, as “North Carolina Health Information Technology Day” in North Carolina and commend its observance.
