A Proclamation

Whereas, the Programs of All-Inclusive Care for the Elderly (PACE) is an innovative model of care that provides high-quality, community-based services to older adults with chronic care needs; and

Whereas, PACE is a fully integrated model that provides comprehensive, highly coordinated medical and social services, allowing older adults who qualify for nursing home-level care to continue living safely and independently in their homes and communities; and

Whereas, PACE integrates social supports and health care services, helping participants avoid unnecessary hospitalizations and nursing home placements while maintaining dignity, independence, and quality of life; and

Whereas, individuals enrolled in PACE receive all Medicare- and Medicaid-covered items and services, as well as additional supports that promote well-being, independence, and successful aging in place; and

Whereas, PACE programs assume full financial responsibility for participant care, including transportation, hospitalization, and long-term care services, delivering cost-effective care while achieving improved health outcomes and participant satisfaction; and

Whereas, the Governor’s Advisory Council on Aging, Committee on the Integration of Medical and Social Programs recommends expanding the number of PACE programs and the capacity of existing PACE programs; and

Whereas, PACE serves more than 2,000 participants through 11 PACE programs in 14 sites across the state: CarePartners PACE in Asheville, Carolina SeniorCare in Lexington and New Bern, Elderhaus in Wilmington, LIFE St. Joseph of the Pines in Fayetteville, PACE@Home in Newton, PACE of the Triad in Greensboro, Piedmont Health SeniorCare in Burlington and Pittsboro, Senior CommUnity Care of NC in Durham, Senior TLC in Charlotte, Senior TLC in Gastonia and Shelby, and StayWell Senior Care in Asheboro; and

Whereas, the North Carolina PACE Association was formed in 2011 to support the development, expansion, success, and quality of PACE programs throughout the state so that every person who is eligible for PACE will have access to this service; and

Whereas, in April 2026, the North Carolina PACE Association celebrated its 15th anniversary, marking 15 years of advancing innovative, community-based care for older adults and advocating for expanded access to PACE services across North Carolina;

Now, Therefore, I, Josh Stein, Governor of the State of North Carolina, do hereby proclaim September 2026 as “PACE Month” in North Carolina and commend its observance.
