A Proclamation
Whereas, during the summer months and school breaks, children can experience learning loss. Students who lose ground during one summer are more likely to also lose ground during subsequent summers; and
Whereas, third grade reading scores can predict future academic achievement. Student assessment data indicate that too many North Carolina children are not reading at grade level; and
Whereas, parents can help prevent learning loss by reading with their children and encouraging them to read independently throughout school breaks; and public agencies, community and faith-based organizations, schools, libraries, museums, recreation centers, camps, and businesses in North Carolina contribute to the well-being of youth through summer programs and offer a trusted role in the education and well-being of our children; and
Whereas, summer learning programs are proven to maintain and advance students’ academic and social/emotional growth, keep children safe and healthy during the summer, and send children back to school ready to learn; and
Whereas, joyful summer learning experiences are a critical component of our collective effort to ensure America’s educational recovery; that all students are ready for school and reading on grade-level by the end of third grade; and that all students grow and thrive; and
Whereas, North Carolina encourages all students, parents, caregivers, and people to champion summer learning to support academic achievement for every child in our state;
Now, Therefore, I, Josh Stein, Governor of the State of North Carolina, do hereby proclaim July 14 – 18, 2025, as “Summer Learning Week” in North Carolina, and commend its observance to all citizens.
In Witness Whereof, I have hereunto set my hand and affixed the Great Seal of the State of North Carolina at the Capitol in Raleigh this ninth day of July in the year of our Lord two thousand and twenty-fifth and of the Independence of the United States of America the two hundred and forty-ninth.
