A Proclamation
Whereas, on October 13, 1775, the Continental Congress established the United States Navy to aid in the Revolutionary War; and
Whereas, for 250 years, the United States Navy has answered the call of duty to protect our nation in times of war and in times of peace; and
Whereas, North Carolina is proud to be home to nearly 10,000 active-duty and reserve Sailors, as well as the civilian personnel who support the Navy, primarily located at Marine Corps Base Camp Lejeune; and
Whereas, the unofficial mottos of “Semper Fortis” (always strong) and “Non sibi sed patriae” (not for self, but for country) represent the longstanding tradition of our nation’s Sailors to put service before self; and
Whereas, the United States Navy continues to play a significant and integral role in the security, wealth, and prosperity of our state while defending our nation; and
Whereas, in commemoration of the 250th anniversary of the establishment of the United States Navy, North Carolinians proudly recognize and are grateful to the Sailors who served and continue to serve our country;
Now, Therefore, I, Josh Stein, Governor of the State of North Carolina, do hereby proclaim October 13, 2025, as “United States Navy Birthday” in North Carolina and commend its observance to all citizens.
In Witness Whereof, I have hereunto set my hand and affixed the Great Seal of the State of North Carolina at the Capitol in Raleigh this twenty-third day of September in the year of our Lord two thousand and twenty-fifth and of the Independence of the United States of America the two hundred and forty-ninth.
