A Proclamation

Whereas, the white cane is an extension of its user and provides the assurance that the path is clear and safe, permitting greater mobility and independence; and

Whereas, for those with sight, the white cane serves as a reminder of their responsibility to help protect the safety of individuals who are blind or visually impaired and of the importance of observing the pedestrian’s right-of-way; and

Whereas, the white cane has become nationally recognized as an important instrument to the independence and safety of people who are blind or visually impaired; and

Whereas, Congress approved a resolution in 1964 authorizing annual recognition of a day to celebrate the self-reliance and accomplishment of blind and visually impaired residents and to remind motorists to exercise special care for those who rely on the use of a white cane to navigate our streets and highways as they enjoy their ability to come and go on their own;

Now, Therefore, I, Josh Stein, Governor of the State of North Carolina, do hereby proclaim October 15, 2025, as White Cane Safety Dayin North Carolina and commend its observance to all citizens.

                                                                          

In Witness Whereof, I have hereunto set my hand and affixed the Great Seal of the State of North Carolina at the Capitol in Raleigh this twenty-third day of September in the year of our Lord two thousand and twenty-fifth and of the Independence of the United States of America the two hundred and fiftieth.
