Governor Cooper Announces State Boards and Commissions Appointments

Governor Roy Cooper announced new appointments and nominations to North Carolina boards and commissions today.

Governor Roy Cooper announced new appointments and nominations to North Carolina boards and commissions today.

Gov. Cooper has nominated the following individual to serve on the North Carolina Employment Security Board of Review:

  • Albert D. Kirby, Jr. of Clinton as a representative of employees. Kirby is an attorney at his own firm, the Kirby Law Firm in Clinton. Kirby served nearly eight years as a Sampson County Commissioner and served as a Superior Court Judge for District 4A.

Gov. Cooper has appointed the following individual to the North Carolina Auctioneers Commission:

  • Melinda Quick Porter of Plymouth as a public member. Porter is the Co-Owner and Operator of Porter Properties & Mini Storage. Porter is also a Realtor at United Country Forbes Realty & Auctions.

Gov. Cooper has appointed the following individual to the North Carolina Banking Commission:

  • Mark E. Reed of Charlotte as a practical banker. Reed is the Managing Director of the John M. Belk Endowment and serves on the Board of Trustees for New Republic Bank. Reed was previously the Head of School for Charlotte Country Day School.

Gov. Cooper has appointed the following individuals to the North Carolina Behavior Analysis Board:

  • Yashira Simon Cangas of Whispering Pines as a public member. Cangas is a Senior Associate at ICF in their Energy Efficiency and Sustainability Programs division. Cangas is a member of the Autism Society of Moore County and a recurring guest speaker on autism in families at Sandhills Community College.
  • Janae Majette of Fayetteville as a certified assistant behavior analyst. Majette is a Qualified Autism Services Practitioner-Supervisor for Speech Connections LLC in Spring Lake. Majette has more than five years of experience in the field of behavioral analysis.
  • Audrey Mae Shen of Carrboro as a certified behavior analyst. Shen is the Statewide Director of Autism Services at Easter seals UCP. Shen has supervised over 40 board-certified behavior analysts in the ten years she has worked in the field.

Gov. Cooper has appointed the following individuals to the North Carolina Building Code Council:

  • Carl Christian Berg of Apex as a registered engineer practicing structural engineering. Berg is a Structural Engineer Manager with Summit Design and Engineering Services. He has served as a project engineer for over four million square feet of building space in the last 30 years.
  • David A. Gieser of Charlotte as a municipal or county building inspector. Gieser is the Director of Inspections for Mecklenburg County. He is the District 2 Director of the USGB North Carolina Building Inspectors Association. 
  • Natalie Rose MacDonald of Raleigh as a registered engineer practicing in mechanical engineering. MacDonald is a Mechanical Engineer at Dewberry Engineers, Inc. She also serves as the Vice President and CTTC Committee Chair at the Triangle Chapter of the American Society of Heating, Refrigeration, and Air-Conditioning Engineers.
  • Gloria Carney Shealey of Chapel Hill as a licensed general contractor. Shealey is the President and CEO of The Daniele Company, LLC. Shealey has been a general contractor for over 25 years. She is a founding board member of the United Minority Contractors of North Carolina.

Gov. Cooper has appointed the following individual to the Cape Fear Community College Board of Trustees:

  • Delores H. Rhodes of Wilmington as a member at-large. Rhodes is an Outreach Liaison for the Watson College of Education at UNCW. She has spent well over 35 years working in Educational Leadership and Supervision.

Gov. Cooper has appointed the following individual to the Cape Fear Navigation and Pilotage Commission:

  • Dr. Kevin Easley of Wilmington as a New Hanover County resident. Easley is a licensed attorney and medical doctor. He is a new member of the New Hanover Regional Medical Center- Zimmer Cancer Center as their newest doctor in Gynecologic Oncology. He is an author and publisher of several books and journals, such as the Overview of Gynecologic Malignancies: Cervix, Uterine and Ovarian, In.; and Cancer outcomes at the end of the century.

Gov. Cooper has appointed the following individual to the North Carolina State Board of Certified Public Accountant Examiners:

  • Jodi K. Kruse of Cary as a certified public accountant. Kruse is Managing Director of Assurance for Ernst & Young in Raleigh. Kruse has over 22 years of experience in the field, all with Ernst & Young.

Gov. Cooper has appointed the following individual to the North Carolina Board of Chiropractic Examiners:

  • Tiffany L. Jones of Charlotte as a public member. Jones is the Area Development Director at the United Negro College Fund (UNCF). She is also the owner of Digital Divas, which assists small businesses with graphic design/ad creation, branding, social media, media buying, public relations, marketing, and advertising consulting. She previously served as the National Director of Development for the Thurgood Marshall College Fund.

Gov. Cooper has appointed the following individual to the North Carolina Council for the Deaf and Hard of Hearing:

  • Michael Tyler Evola of Waxhaw as hard of hearing. Evola is a student at Central Piedmont Community College studying accounting and finance. Evola is a member of the Union County Parks and Recreation Committee and the Waxhaw Parks, Cultural and Recreation Board. Evola also founded the Disability Issues Caucus within the North Carolina Democratic Party.

Gov. Cooper has appointed the following individual to the Economic Development Partnership of North Carolina, Inc.:

  • Michelle P. Logan of Greenville as a member with expertise in biotechnology or life sciences. Logan is the Vice President and General Manager of Thermo Fisher Scientific’s Drug Product Division in North America. Logan has been with Thermo Fisher since 2012 and prior to this role oversaw all operations at the Greenville site.

Gov. Cooper has appointed the following individual to the Executive Mansion Fine Arts Committee:

  • The Honorable Margaret H. Dickson of Fayetteville as a member at-large. Dickson is a Columnist for Up & Coming Magazine for the Cape Fear Region. She served four terms at the North Carolina General Assembly from 2002-2010. As a former member, she chaired key Committees including the Joint Legislative Economic Development Oversight Committee and Small Business and Entrepreneurship Committee. Dickson has received many accolades to include the Fayetteville-Cumberland County Chamber of Commerce’s Athena Award, J.W. Pate award from the Cape Fear River Assembly, and the Order of the Long Leaf Pine. 

Gov. Cooper has appointed the following individual to the Justus-Warren Heart Disease and Stroke Prevention Task Force:

  • Margaret B. Murchison of Sanford as a News director of a Newspaper, Television or Radio Station. Murchison has worked as the News & Public Affairs Director at WWGP & WFJA Radio in Sanford for the past 43 years. Murchison’s experience, hard work, and dedication has led her to be honored as the first African American Female elected President of the Associated Press Broadcasters of North Carolina.

Gov. Cooper has appointed the following individual to the North Carolina Human Trafficking Commission:

  • Maggie Brewer of Raleigh as the Secretary of Public Safety or designee. Brewer is the Deputy Director of Community Corrections at the North Carolina Department of Public Safety. She has served as the Vice Chair of the Sex Offender Management Committee. In 2007 she was elected President of the North Carolina Probation and Parole Association and in 2008 she was the recipient of the NCPPA President’s Award.

Gov. Cooper has appointed the following individual to the North Carolina State Library Commission:

  • Theresa C. Scott of Conway as a member at-large. Scott is a Certified Deputy Register of Deeds for Northampton County. She also serves on the Northampton County Board of Education.

Gov. Cooper has appointed the following individual to the Morehead City Navigation and Pilotage Commission:

  • Larry P. Pittman Jr. of Morehead City as a Carteret County Resident. Pittman is the President of Morehead Motor Company in Morehead City, NC. He served on the North Carolina Property Tax Commission Board from 2008-2012. Pittman is the former Vice Chairman of Newport Development Center and an active member of his local Masonic Lodge. 

Gov. Cooper has appointed the following individual to the Nash County Community College Board of Trustees:

  • Robbie A. Green of Rocky Mount as a member at-large. Green is an Executive Coach for Global Coaching Company, Talking Talent, helping to coach and support working parents. She has over 24 years of experience in the Communications Industry, including media sales, business development and IT account management.

Gov. Cooper has appointed the following individual to the North Carolina Radiation Protection Commission:

  • Mark D. Venters of Wilmington as a member with experience in an atomic energy field other than power generation. Venters is the Senior Staff Manager of Radiological Emergency Preparedness and Fire Protection Programs at GE Hitachi Nuclear in Wilmington. He has over 38 years in commercial nuclear utility, uranium enrichment, radioactive waste & fuel cycle facility industries.

Gov. Cooper has appointed the following individuals to the North Carolina Railroad Board of Directors:

  • Charles Bowman of Charlotte as a member at-large. Bowman is the Market President for Charlotte, State President for North Carolina, and Vice Chair for Wealth Management in North Carolina for Bank of America. Prior to joining Bank of America in 1996, Bowman was a partner in a Charlotte based law firm.
  • Malcomb Coley of Charlotte as a member at-large. Coley is the Central Private Leader and Charlotte Managing Partner for Ernst & Young US, where he oversees the organization’s growth across 22 states and over 16,000 colleagues. He is also on the Board of Directors for the Charlotte Regional Business Alliance.

Gov. Cooper has appointed the following individual to the North Carolina Rate Bureau:

  • Dascheil Propes of Raleigh as a public member. Propes is a Vice President of Sales at Johnson & Johnson Insurance Brokers, managing the North Carolina, Southern Carolina, and Virginia sales territories. He previously worked with the North Carolina Department of Insurance for 18 years during which time he served as Chief Deputy Commissioner.

Gov. Cooper has appointed the following individual to the North Carolina Board of Science, Technology, and Innovation:

  • Michael P. McBrierty of Chapel Hill as a representative of private industry. McBrierty is the Director of State Public Policy & Government Affairs for Biogen, a global biotechnology company. Prior to Biogen, McBrierty was managed Global Government Affairs for the SAS Institute.

Gov. Cooper has appointed the following individual to the North Carolina Social Work Certification and Licensure Board:

  • Stephanie Moultrie of Raleigh as a public member. Moultrie most recently served as Lead Services Project Coordinator for General Electric/Hitachi Nuclear Energy of Wilmington NC. She is an active advocate for parents/families of children with developmental disabilities and seizure disorders.

Gov. Cooper has appointed the following individual to the Statewide Independent Living Council:

  • Vicki Smith of Raleigh as a CIL Director. Smith is the Executive Director of the Alliance of Disability Advocates, which serves people experiencing disability in Raleigh-Durham and surrounding areas.

Gov. Cooper has appointed the following individual to the Surry County Community College Board of Trustees:

  • Sean Patrick Dyer of Elkin as a member at-large. Dyer is Principal of The Mayview Group in Elkin. Dyer has over 35 years of experience in the hotel furnishings business.

Gov. Cooper has appointed the following individuals to the North Carolina Task Force for Racial Equity in Criminal Justice:

  • Chief Gina V. Hawkins of Fayetteville as a chiefs of police rep. Hawkins serves as the City of Fayetteville’s Chief of Police. The National Association of Women Law Enforcement Executives awarded Chief Hawkins with the 2020 Motorola Woman Law Enforcement Executive of the Year award. Hawkins is a member of the International Association of Association of Chiefs of Police, the National Organization of Black Law Enforcement Executives (NOBLE), National Association of Women Law Enforcement Executives (NAWLEE), and the Hispanic American Police Command Officers Association (HAPCOA).
  • Sheriff Clarence F. Birkhead of Durham as a sheriffs rep. Birkhead serves as the Durham County Sheriff where he brings 37 years of experience. Birkhead is an active member of the North Carolina Sheriffs’ Associations, Major County Sheriffs of America, National Sheriffs Association, and the National Organization of Black Law Enforcement Executives (NOBLE).

Gov. Cooper has appointed the following individuals to the Tryon Palace Commission:

  • Dr. Arwin D. Smallwood of Greensboro as at-large. Smallwood is a Professor and Chair of the Department of History and Political Science at North Carolina Agricultural and Technical State University. Smallwood is a Life member of the American Historical Association, the Southern Historical Association and the Association for the Study of African- American Life and History. He is also a member of the Historical Society of North Carolina.  
  • Linda Simmons Henry of New Bern as at-large. Henry is a Senior Certified Archivist and Historian at LSH Consulting Service for Historically Black Colleges and Universities. She is also a member of New Bern Historical Society and served on the State Historical Advisory Board for 1993-1997.
  • Fern Dixon Cotton of New Bern as at-large. Dixon spent her professional career as a Social Worker for the Craven County Department of Social Services and was also the Deputy Equal Employment Opportunity Officer at the Naval Aviation Depot. She also served as the Chairperson for New Bern-Craven County Human Relations Council for three years.

Gov. Cooper has appointed the following individual to the North Carolina Veterinary Medical Board:

  • Timothy S. Gold of Conover as a public member. Gold currently owns and operates Tim Gold Dog Training. An ultramodern, trailblazing dog training facility. He is also a leading founder of the National LGBT Museum slated to be built the year of 2024 in New York City.
