A Proclamation
Whereas, domestic and care workers are the child care and direct care providers and the housecleaners who do the important work of making our homes safe environments and offer much needed personal care for ourselves and our loved ones; and
Whereas, domestic and care workers make it possible for others to work outside of the home; and
Whereas, there’s an increasing need to fill essential roles of caring for elderly individuals (70 percent of adults over 65) who will need in-home services in the future; and
Whereas, domestic and care workers provide physical, medical, emotional, and spiritual support for the individuals they work with; and
Whereas, historically these roles have been performed by women, Black people, other people of color, immigrants, and other vulnerable populations; and
Whereas, there are close to 3.5 million domestic and care workers nationwide whose contributions go largely unnoticed, who don’t receive fair wages or benefits, who labor in unsafe conditions, and who are not covered by comprehensive labor protections; and
Whereas, unpaid family caregivers, who provide aid to 70 percent of aging adults and provide 72 percent of home-based child care, are not appropriately recognized for the invaluable support they provide; and
Whereas, COVID-19 had devastating impacts on all workers, but domestic and care workers worked throughout the pandemic, providing services, supporting their families, and being widely acknowledged as essential workers; and
Whereas, history shows domestic and care workers creating and leading social justice movements, and many, like Dorothy Bolden, organizing efforts for policy and social change to bring dignity and recognition and honor for this vital workforce;
Now, Therefore, I, Josh Stein, Governor of the State of North Carolina, do hereby proclaim October 13, 2025, as “Domestic Workers Day” in North Carolina and commend its observance to all citizens.
