Governor Roy Cooper has proclaimed June 19 as Juneteenth in North Carolina, a celebration of the abolition of slavery in the United States following the Civil War.

In a joint letter, the governors called on congressional leaders to reject the proposal to charge the taxpayers of states opposed to offshore drilling if they want to secure an exemption.
